There are two ways to register: 

On-line

Complete the registration form on-line, submit the form, and then proceed to the PayPal link at the bottom of the confirmation page to make payment. On-line registration reduces the amount of administration and is, therefore, the preferred method of payment.

By Mail

Complete the registration form on-line and submit the form. Then, print out the form and mail it with a check or money order to:
